Who Controls AI? The Hidden Battle Over Power & Trust

If the first article explained how artificial intelligence works, this one explores a far more uncomfortable question: Who controls AI?

Washington.

The conversation inside government offices wasn’t about missiles or oil prices. It wasn’t even about social media.

It was about artificial intelligence.

Across Washington, policymakers were beginning to see AI as more than another breakthrough in software. Similar discussions were taking place in Brussels, Beijing, London, Tokyo, and New Delhi, where governments were asking the same question from different political perspectives: How will artificial intelligence reshape the years ahead?

Most people never noticed those conversations.

For the public, AI arrived as a chatbot that could write essays, answer questions, generate images, and help with everyday tasks. For governments, however, it represented something far more significant — a technology with the potential to influence economic growth, scientific leadership, national security, and global competitiveness for decades to come.

History suggests this is not unusual.

Countries that embraced steam power led the Industrial Revolution. Nations that secured access to oil reshaped twentieth-century geopolitics. Those that mastered nuclear technology fundamentally changed military strategy and international diplomacy.

Artificial intelligence is now following a similar trajectory.

Not because it replaces human judgment, but because it has the potential to extend it on an unprecedented scale. From scientific research and healthcare to defence planning and advanced manufacturing, AI is increasingly viewed as strategic infrastructure rather than just another digital product.

That shift explains why governments, technology companies, and investors are paying such close attention. The debate is no longer limited to building smarter chatbots. It has expanded into a much larger question about who will define the rules, standards, and values behind one of the most influential technologies of the century.

Artificial intelligence has never been just a story about technology.

It has always been a story about power.

So perhaps the most important question is no longer, “Which AI model is the smartest?”

It is far more consequential than that.

Who will control the technology that may shape the future of economies, societies, and global power?

At first glance, the answer seems obvious.

Companies like OpenAI, Google, Anthropic, Meta, and xAI build the world’s most advanced AI systems. They invest billions of dollars in research, computing infrastructure, and engineering talent.

But creating an AI model involves far more than writing software.

Every developer makes thousands of decisions long before a chatbot answers its first question.

Which data should be included during training?

Which copyrighted material can legally be used?

How should harmful content be handled?

When should the model refuse to answer?

How should it respond when facts are uncertain or experts disagree?

None of these questions are answered by mathematics alone.

They are answered by people.

Engineers. Researchers. Lawyers. Ethicists. Corporate leaders. And, increasingly, governments.

These human decisions quietly shape every AI system long before users ever type their first prompt.

That is why two chatbots trained on similar scientific principles can respond differently to the same question. The difference often lies not in intelligence, but in the policies, safeguards, and priorities chosen by their creators.

This reality has fueled a growing global debate: Can an AI system ever be completely neutral?

Perhaps. But achieving neutrality is far more difficult than removing obvious political opinions.

Bias can emerge from many places. It can appear in training data collected from the internet. It can emerge through human feedback during model training. It can reflect safety rules designed to reduce harmful content. It can even arise from the questions users ask.

Researchers have spent years studying these challenges, and despite rapid progress, most leading AI developers acknowledge that fairness, transparency, and responsible governance remain ongoing engineering problems, not solved ones. Independent trackers of AI regulation have also pointed to a widening gap between how fast AI capabilities are advancing and how quickly institutions can build the tools to measure and govern those systems.

This growing concern explains why governments are becoming increasingly involved.

The European Union has led the way with the world’s first comprehensive legal framework for artificial intelligence — the AI Act, which entered into force in August 2024. It takes a risk-based approach, placing the strictest obligations on systems capable of causing the greatest harm, while leaving low-risk applications such as AI-enabled video games largely untouched. Some of its provisions, including bans on the riskiest uses of AI and baseline AI-literacy requirements, are already in effect. Others are still being phased in, and in 2026 EU lawmakers agreed to push back parts of the timeline for high-risk systems to give regulators and companies more time to build the compliance infrastructure the law requires.

Rather than asking whether AI should exist, regulators are asking a different question: How should powerful AI be governed before it becomes deeply embedded in society?

That debate is no longer confined to Europe.

It is becoming a global contest over who will write the rules for one of the most transformative technologies of the twenty-first century.

But writing rules is only one part of the story.

Behind every policy announcement lies a far larger struggle—one driven by advanced computer chips, massive computing power, and national ambition. Governments are no longer competing only to regulate artificial intelligence. They are competing to lead it.

That competition has become so intense that many analysts now describe it as the beginning of an AI Cold War.
